"In 1994 the first British politician got a website. By 2003 most politicians have one. In that time technology turned the world upside down. It changed politics too. But the job of an elected politician is pretty much the same.

In 2003 the first British politician got a blog. By 2010 we think most politicians will have one. If we are right, and politicians will start using blogs in greater numbers, what will their introduction change? Will they help create a more open and accountable public conversation, in which MPs use technology to engage citizens? And will citizens, using blogs, become a force for constructive political debate?

We don’t want to get carried away on this one. And, at the moment, we think that a rational and measured debate about the political potential of blogs and “social software” is necessary. Obviously, blogs will be good at some things, and not good at other things. The important thing is to work out what they will be good at, and what they won’t. And to do this, we need to promote a greater understanding of what blogs are, and what they can do.

We realise that the political potential of weblogs neither begins nor ends with politicians. The true political implications of social software are more likely to be routed in the way it helps ordinary people organise, share information, and discuss issues. Much of this is not likely to involve politicians at all.

But it is the politicians who need a helping hand to understand the potential of social software. Bloggers can work out what they want to do politically on their own. So, in this contribution, we have concentrated on explaining what blogs can do for mainstream politics and politicians, rather than the other way round."
